(AP) ? British officials have given their word: “We won’t read your emails.”

But experts say the government’s proposed new surveillance program will gather so much data that spooks won’t have to read your messages to guess what you’re up to.

The U.K. Home Office stresses it won’t be reading the content of every Britons’ communications, saying the data it seeks “is NOT the content of any communication.” It is, however, looking for information about who’s sending the message and to whom, where it’s sent from and other details, including a message’s length and its format.

The proposal, unveiled last week as part of the government’s annual legislative program, is just a draft bill, so it could be modified or scrapped. But if passed in its current form, it would put a huge amount of personal data at the government’s disposal, which it could use to deduce a startling amount about Britons’ private lives ? from sleep patterns to driving habits or even infidelity.

“We’re really entering a whole new phase of analysis based on the data that we can collect,” said Gerald Kane, an information systems expert at Boston College. “There is quite a lot you can learn.”

The ocean of information is hard to fathom. Britons generate 4 billion hours of voice calls and 130 billion text messages annually, according to industry figures. In 2008, the BBC put the annual number of U.K.-linked emails at around 1 trillion.

Then there are instant messaging services run by companies such as BlackBerry, Internet telephone services such as Skype, chat rooms, and in-game services like those used by World of Warcraft.

Communications service providers, who would log all that back-and-forth, believe the government’s program would force them to process petabytes (1 quadrillion bytes) of information every day. It’s a mind-boggling amount of data, on the scale of every book, movie and piece of music ever released.

So even without opening emails, how much can British spooks learn about who’s sending them?

THEY’LL SEE THE RED FLAGS

If you sent a text from London before stepping behind the wheel, and a second one from a service station outside Manchester three hours later, authorities could infer that you broke the speed limit to cover the roughly 200 miles that separate the two.

Crunching location data and communications patterns gives a remarkably rich view of people’s lives ? and their misadventures.

Ken Altshuler, of the American Academy of Matrimonial Lawyers, raves about the benefits smartphones and social media have brought to savvy divorce attorneys. Lawyers don’t need sophisticated data mining software to spot evidence of infidelity or hints of hidden wealth when they review phone records or text traffic, he said.

“One name, one phone number that’s not on our client’s radar, and our curiosity is piqued,” he said. The more the communication ? a late-night text sent to a work colleague, an unexplained international phone call ? is out of character, “the more of a red flag we see.”

THEY’LL KNOW WHEN YOU’RE SLEEPING

The ebb and flow of electronic communication ?that call to your mother just before bed, that early-morning email to your boss saying you’ll be late ? frames our waking lives.

“You can figure somebody’s sleep patterns, their weekly pattern of work,” said Tony Jebara, a Columbia University expert on artificial intelligence. In 2006, he helped found New York-based Sense Networks, which crunches phone data to do just that.

Jebara said that calls made from the same location from 9 to 5 are a good indication of where a person works; the frequency of email traffic to or from a person’s work account is a good hint of his or her work ethic; dramatic changes to a person’s electronic routine might suggest a promotion ? or a layoff.

“You can quickly figure out when somebody lost their job,” Jebara said, adding: “Credit card companies have been interested in that for a while.”

THEY’LL KNOW WHO’S THE BOSS

Drill down, and communication can reveal remarkably rich information. For example, does office worker A answer office worker B’s missives within minutes of the message being sent? Does B often leave colleagues’ emails unanswered for hours on end? If so, B probably stands for “boss.”

That’s an example of what Jebara’s Columbia colleagues call “automated social hierarchy detection,” a technique that can infer who gives the orders, who’s respected and who’s ignored based purely on whose emails get answered and how quickly. In 2007, they analyzed traffic from the Enron Corporation’s email archive to correctly guess the seniority of several top-level managers.

Intelligence agencies may not need such tools to untangle corporate flowcharts, but identifying ringleaders becomes more important when tracking a suspected terrorist cell.

“If you piece together the chain of influence, then you can find the central authority,” he said. “You can figure that out without looking at the content.”

THEY’LL KNOW WHO YOU’RE TALKING TO

Seeing how networks of people communicate isn’t just about finding your boss. It’s about figuring out who your friends are.

Programs already exist to determine the density of communications ? something that can identify close groups of friends or family without even knowing who’s who. If one user is identified as suspicious, then users closest to him or her might get a second look as well.

“Let’s say we find out somebody in the U.K. is a terrorist,” said Kane. “You know exactly who he talks to on almost every channel, so BOOM you know his 10 closest contacts. Knowing that information not only allows you to go to his house, but allows you to go to their houses as well.”

A SNOOPER’S CHARTER?

Detective work at the stroke of a key is clearly attractive to spy agencies. British officialdom has been pushing for a mass surveillance program for years. But civil libertarians are perturbed, branding the proposal a “snooper’s charter.”

Kane says the surveillance regime has to be seen in the context of social networks such as Facebook and LinkedIn, where hundreds of millions of people are constantly volunteering information about themselves, their friends, their family and their colleagues.

“There’s no sense in getting all Big Brother-ish,” he said. “The bottom line is that we’re all leaving digital trails, everywhere, all the time. The whole concept of privacy is shifting daily.”

More evidence released in Trayvon Martin shooting

A trove of evidence in the Trayvon Martin shooting has now been made public, and according to one police report, the 17-year-old’s death at the hands of George Zimmerman was “ultimately avoidable.” NBC’s Kerry Sanders reports.

Prosecutors on Thursday made public a trove of evidence used to justify murder charges against Neighborhood Watch volunteer George Zimmerman, including a police report that concluded “the encounter between George Zimmerman and Trayvon Martin was ultimately avoidable by Zimmerman.”

The evidence ? including 183 pages of documents, witness statements and other material ? was released Thursday to news organizations and other requestors by special prosecutor Angela Corey?s office, which has charged the 28-year-old Zimmerman with second-degree murder in the killing of 17-year-old Martin on Feb. 26 in Sanford, Fla. Also included was a document explaining what material was withheld.

The evidence, which was provided to Zimmerman?s attorney early this week, will be helpful to both prosecutors and the defense.

An autopsy by the Volusia County Medical Examiner on Martin’s body found that the teenager was killed by a shot to the heart and that traces of THC — or tetrahydrocannabinol,?the active ingredient in marijuana — were found in Martin’s blood, though below the level that medical studies indicate would have caused “performance impairment.”

But the documents give contradictory assessments of how far away Zimmerman was when he shot Martin.?

Lab tests by the Florida Department of Law Enforcement’s Orlando operations center concluded that residue tests on Martin’s sweatshirt were “consistent with a contact shot” ? that is, one in which the muzzle of the weapon is physically touching the victim.

But the autopsy report from the Volusia County (Fla.) Medical Examiner’s office reached a different conclusion based on examination of the wound itself, saying, “This wound is consistent with a wound of entrance of intermediate range.”

The report doesn’t define “intermediate range.”

In another report, a police officer responding to the shooting said that after Zimmerman was handcuffed, he saw ?that his back appeared to be wet and was covered with grass,? and that he had suffered a bloody nose ? consistent with Zimmerman?s account that he was attacked by Martin.

A photo showing Zimmerman’s bloodied head also is included in the report, as is a paramedic?s reports saying that he had a 1-inch laceration on his head and forehead abrasion.

“Bleeding tenderness to his nose, and a small laceration to the back of his head. All injuries have minor bleeding,” paramedic Michael Brandy wrote about Zimmerman’s injuries.

Another?police report indicated that Zimmerman, who is white and of Hispanic heritage, had called Sanford police on at least four previous occasions while residing in the Retreat at Twin Lakes gated community in Sanford, and in each case the ?suspicious person? was a black male.

?Investigation reveals that on Aug. 4, Aug. 5 and Oct. 6, 2011, and on Feb. 2, 2012, George Zimmerman reported suspicious persons ? all young black males ? in the Retreat neighborhood to Sanford Police Department,? it said. ?According to records checks, all of Zimmerman?s suspicious persons calls while residing in the Retreat neighborhood have identified black males as the subjects.?

Zimmerman himself was on a prescription for Tamazepam, according to the paramedic’s incident report reproducing his medical records. (Tamazepam is also known as Restoril and is prescribed for anxiety and insomnia.)?

Another police report ?indicated that?Sanford police thought Zimmerman was at fault, even though they let him go after questioning him.??

“Investigation reveals that Martin was in fact running generally in the direction of where he was staying as a guest in the neighborhood,” it said.

An eight-page summary of the evidence against Zimmerman released earlier this week listed 50 possible law enforcement witnesses — including 18 Sanford police officers as primary witnesses, including lead Investigator Chris Serino — and 28 civilian witnesses, including Martin’s brother, mother and father, Zimmerman?s father and two of his friends . Twenty-two other potential civilian witnesses were not identified.?

Zimmerman?s attorney, Mark O’Mara, acknowledged receiving the materials Monday on a website his office set up to release information from the case Zimmerman’s,?but said, “Please remember and understand that it is inappropriate for us to comment on particular pieces of evidence.”

Zimmerman shot Martin during a confrontation inside the Retreat at Twin Lakes ?community, while the teenager was visiting his father?s fianc?e.

The shooting came after Zimmerman called 911 reporting that Martin was acting suspiciously, as if he was on drugs. He later told police that he shot Martin in self-defense, after Martin punched him and pushed him to the ground.

Police initially failed to arrest Zimmerman or charge him with any crime because Florida’s Stand Your Ground self-defense law allows the use of deadly force whenever someone feels threatened with serious bodily injury.

But after questions about possible racial motivation for the slaying, a special prosecutor took over the case and, on April 11, Zimmerman was charged with second-degree murder. Zimmerman, who pleaded not guilty to the charge, was released on April 23 on a $150,000 bond and has been out of the public eye since then.

Kochs help Republicans catch up on technology

SAN FRANCISCO (Reuters) – In the 2008 presidential race, Barack Obama was famously effective in using new technologies to raise money, mobilize voters and target his message of change.

In this year’s campaign, his opponents are determined to turn the tables.

Republican political operatives, some with deep financial backing from the billionaire Koch brothers and others, are unleashing about a half dozen major projects that take advantage of advanced database technologies to manage campaigns and target voters with personalized messages.

Few doubt that political parties and factions that can gain an edge in the data wars will be in a good position on election day – and could potentially build institutional advantages that will pay dividends for years to come.

IPhone apps, Web-based campaign management and micro-targeting of voters with personalized messages are a few of the services built around database technology that the left has used to find and motivate voters, most impressively in 2008.

People in the increasingly competitive political technology business say the industry is still in an early phase, with the massive data-collection potential of social media and mobile computing only beginning to be tapped.

Nevertheless the field is already creating tension between grassroots activists suspicious of big, centralized databases and political professionals who say they are essential.

“If you are talking to anybody on the ground, Tea Party activists, they are tired of centralized control,” said Steven Kuivenhoven, a Michigan Tea Party organizer who is avoiding Washington-based tech groups.

The Republican and Democratic parties have passed the banner of technological leadership back and forth over the past decade. The Republican Party built a massive database of voters for the 2004 election, then Democrats in the last presidential election pulled together an independent database called Catalist that improved cooperation among allied groups. This year outside groups are leading the charge, especially on the conservative side, a nod to the rising power of political action committees and advocacy groups.

Shoestring startups are competing with efforts funded by billionaires, which some conservatives embrace as a triumph of laissez-faire. “God bless the free market,” said Constantin Querard, an Arizona political consultant who uses one of the startups, rVotes, for managing volunteers and voter data. “We are probably two two-year cycles from weeding out the software that was well done and the software that wasn’t as well executed.”

THE KOCH COUNTERPUNCH

In 2008, Catalist helped the left win the technology battle. The database allowed unions and the Obama campaign to manage volunteers without stepping on each other’s toes. Meanwhile, analysts could look for patterns in oceans of data that had been held in small pools by separate groups.

Now, Charles and David Koch, who have quietly bankrolled libertarian organizations such as the Cato Institute and the influential Mercatus Center at George Mason University, are behind an effort that aims to do for the right what Catalist did for the left.

Called Themis, the independent group is the most ambitious of the many conservative political technology projects now in development. People with direct knowledge of the group as well as political technology industry veterans say it is backed by the Koch brothers, although their names do not appear on an annual regulatory filing and Koch Industries spokespeople did not respond to requests for comment.

The Kochs own Koch Industries, the Wichita, Kansas-based natural resources conglomerate that refines oil, produces chemicals and owns the paper products company Georgia-Pacific. Chief Executive Officer Charles Koch and his brother David are worth $25 billion each, according to Forbes.

Themis staffers in their twenties and thirties, clad in jeans and checked shirts, work out of a suite in a nondescript office building in Alexandria, Virginia. City records indicate that the company expanded recently, and a federal filing shows millions of dollars in the bank.

Themis operates like many other Koch projects – in secrecy. A reporter retrieving a federal filing from the company was not allowed inside the unmarked front door, and Themis executives declined or did not respond to requests for comment.

Themis raised $7.7 million in its first year, according to its 2010 return to the Internal Revenue Service as a tax-exempt 501 c(4) organization, which it released this year after successfully petitioning for the maximum possible delay. As a 501 c(4), Themis can work with advocacy groups but cannot coordinate with candidates.

The federal filing does not list financial backers, but people with direct knowledge of the group say it is backed by the Kochs. Ben Pratt, the chief operating officer, describes himself on LinkedIn as a former Koch Industries executive who is now a management consultant and executive coach teaching the business theories developed by Charles Koch.

Themis’s ambition to become an analytical powerhouse for the right is clear from its list of business partners, including several heavy hitters in the computer analytics world. Its top contractor in 2010, paid $1.1 million, was voter database company Intell360, which employed former Republican National Committee Network and Online Services Director Steve Ellis at the time, according to LinkedIn.

Intell360′s website describes services ranging from finding email and phone numbers for voters to “data mining” for voters likely to respond to tailored messages to targeting ads “down to the zip code, census block or individual level.” Neither the company nor Koch Industries responded to requests for comment. Pratt declined to speak when reached by phone.

Despite the vast resources behind it, Themis may find it difficult to reach its goal this year. One person close to the group predicts it will not catch up to the left in the current campaign cycle; the Obama campaign is engaged in complex modeling and scouring social media data for information, people in the industry say. Another conservative data industry person said there is no sign of high-end modeling by Themis.

Themis does not have to catch up to make an impact, though. It is building its database and signing up advocacy groups to use its services and contribute data. The person close to Themis said its work focuses on identifying active supporters – those with a propensity to attend rallies or engage their representatives, for instance – and discovering the “cream of the crop” – persons active in several allied groups.

AN ALTERNATIVE SOURCE

The other major database effort on the right is a for-profit group called Data Trust, which is updating the Republican Party’s somewhat dusty national file of voters. Modeled on Catalist, Data Trust hopes to make a profit by selling data to advocacy groups, candidates and business groups, incorporating clients’ information into its database when they agree.

The party will keep its database, but Data Trust will be able to pay for updating and expanding the data in a way that Republicans have not had the resources to do in recent years, people familiar with the project say. However, it will leave the high-end analysis of data to clients.

Themis and Data Trust will be competitors at times. But there may be room for both: Themis caters to a conservative crowd that distrusts what it sees as the politically expedient instincts of the Republican Party. And some groups may want more than one database provider. “Never trust any one source 100 percent,” said Gary Marx, executive director of the Faith and Freedom Coalition, a religious group in Duluth, Georgia, that is planning to find and contact 27 million potential conservative Christian voters in swing states this election cycle.

American Crossroads, a Washington D.C.-based conservative advocacy group led by former Republican Party officials and associated with Karl Rove, is not choosing sides, even though its chairman, former Republican National Committee Chairman Mike Duncan, helps run Data Trust.

“We plan to be a client of Data Trust. We also have a good relationship with Themis,” said Crossroads spokesman Jonathan Collegio.

GROUND GAMES

Themis and Data Trust may have trouble getting some potential allies on board. Plenty of grassroots groups say they don’t need the help of a big, Washington-based database outfit and say they have what Republicans need most: real-time data. They are turning to new technology systems that let campaigns and groups manage volunteers and donors.

A plethora of new tech tools with names like Gravity, rVotes and NationBuilder can help organize door-to-door campaigns, harvesting the type of information that feeds a successful database. All the companies behind them are for-profit.

“If the local county group is knocking on people’s doors, and identifying pro-life or anti-immigrant or anti-health-care voters, they could be flagging that information on the database and instead of having that information be in an activists’ basement somewhere, it’s flagged back on this master file and available to other organizations, which are wanting to organize around those issues,” said Ken Strasma, head of data analysis firm Strategic Telemetry, which works for Democrats. “That’s what could make this a very powerful tool.”

Many grassroots activists are wary of big databases, however, especially if they are linked with Washington. Conservatives, like liberals, are not a monolithic group. Some factions would prefer to retain control of their data.

“I wish I had the Koch brothers’ money, but I don’t want to be beholden to them,” said Peter Wolf, an Ohio Tea Party organizer. He supports rVotes, a program marketed to the right that intends to offer a national database in which campaigns control data they add.

Smaller groups may also be immune to the lure of the big databases because they can get low-cost help from companies such as Aristotle, an unaligned commercial vendor that sells voter records for 3 cents each and offers analytics and social media as well.

Utah Republican Senator Orrin Hatch failed to win his party’s endorsement at the recent state caucus after a Tea Party campaign against him. He now faces a run-off primary battle. FreedomWorks, a group that has severed Koch ties, was a major instigator of the anti-Hatch effort. It used commercial database and analytics vendors to find likely caucus delegates. “What it took Orrin Hatch a year to do in terms of preparation for the caucus, we were able to do in a month and a half,” said Russ Walker, vice president of political and grassroots campaigns for FreedomWorks for America. “I really do think the commercial world is ahead of us.”

Whether the Kochs or any other group make a major leap forward will depend on how many allies they find. Querard, the Arizona political consultant, sees the technology race as a question of critical mass.

“Whoever’s got the most users will probably see the most improvement,” he said.

Defense gets turn in Mich. serial stabbings trial

(AP) ? Elias Abuelazam dutifully tended the cash register at a party store for $10 an hour. But after punching out, according to police, he was a different, dangerous guy, repeatedly faking car trouble in the wee hours and then stabbing strangers who responded to an appeal for help.

Attorneys in the first murder trial stemming from a 2010 stabbing spree in Flint are poised to offer a defense: Abuelazam might have been mentally ill and couldn’t fully understand what he was doing.

Experts said it’s a very difficult way to beat a case in Michigan, partly because jurors have the option of convicting someone of murder while also finding mental illness was involved. In the end, it still means life in prison without parole.

“Jurors are common-sense people,” said Robert Ashley, a lawyer not involved in the Abuelazam case. “You can convince them with proper testimony that someone might be mentally ill, but you still have a dead body. They want someone to have responsibility for that.”

Abuelazam’s attorneys won’t comment before giving an opening statement to jurors Thursday, two days after prosecutors closed their case. A psychiatrist, Dr. Norman Miller, is expected to testify about Abuelazam’s mental condition two years ago when 14 people were stabbed in and around Flint. Five died.

Abuelazam, 35, is on trial for one of the deaths, the slaying of Arnold Minor, although he faces murder or attempted murder charges in eight other attacks in the Flint area and one in Toledo, Ohio. Minor’s blood was found in Abuelazam’s SUV and on his pants and shoes, authorities say. Prosecutors have their own experts lined up if he opens an insanity defense.

“That makes it even more difficult for a jury to make a finding that this guy isn’t responsible when you have Ph.D.s and M.D.s saying he was,” said F. Martin Tieber, a lawyer who specializes in appeals.

There has been little discussion of Abuelazam’s personal life, and no relatives have appeared to watch the trial, 60 miles north of Detroit. He is a permanent U.S. resident from Israel who has lived in Florida and Virginia. He spent just a few months in Flint, moving into a house owned by an uncle, Tony Sahwany.

Sahwany told jurors it didn’t “strike his mind” that Abuelazam was violent. Authorities captured him in Atlanta in August 2010 before the final leg of a trip to Israel.

Prosecutors have not disclosed a motive for the stabbings and are not required to offer one to the jury.

“You can be psychotic and still appear normal and perform a variety of functions. One does not exclude the other,” said Dr. Emanuel Tanay of Ann Arbor, a retired forensic psychiatrist.

In 2010, he testified for Harlan Drake, a truck driver who admitted killing two people, including an abortion opponent who was shot while protesting outside a high school in Owosso, Mich. Tanay said Drake’s poor mental condition was related to a crash that killed two Iowa teens in 2004. The jury, however, said he was criminally responsible for the shootings.

“Jurors can be very skeptical,” said Ashley, who was Drake’s attorney. “In my case, two people died, and they’re going to say someone’s not responsible when he had a gun and pulled the trigger? … It’s hard for jurors to find that.”
